EMBEDDED GENERATION FACILITY
All Embedded Generators shall execute a Connection Agreement with Barrie Hydro Distribution Inc. Barrie Hydro shall not allow generator connection directly to the Distribution System in a manner that may adversely impact the security of the system including power quality, reliability or safety of Barrie Hydro's personnel or Customers. Barrie Hydro requires that the person who applies for the connection of a generation facility to the Barrie Hydro distribution system, upon making an application, pay for all costs related to the connection. These costs may include an impact assessment study, metering, protection and any other system's modifications required to accommodate the connection. Barrie Hydro shall provide a connection to the Barrie Hydro distribution system where it is technically feasible for the purpose of selling energy or for load displacement within the customer premise. The Distribution System Code (DSC) defines four generation categories by size. These categories are as described below.
Generator Classification | Rating | Micro | ≤ 10 kW and for customer's own use | Small |
(a) ≤ 500 kW connected on distribution system voltage < 15 kV (b) ≤ 1 MW connected on distribution system voltage ≥ 15 kV | Mid-Sized |
(a) > 500 kW connected on distribution system voltage < 15 kV (b) > 1 MW < 10 MW connected on distribution system voltage > 15kV | Large | ≥ 10 MW |
A Connection Agreement shall contain specific terms and conditions relating to connection and access to the Barrie Hydro's distribution system. Such terms and conditions include, but are not limited to the following: - Requirements for inspection and testing of equipment
- Requirements for maintenance of the equipment
- Worker protection and safety considerations and measures to protect the public and the environment
- Requirements for protection systems associated with the connection and the need for periodic maintenance and testing.
- Requirements for reporting any change affecting connected equipment of the configuration of this equipment.
- Protocols for the provision of load forecast.
- Terms and conditions for disconnection and reconnection, including as to the responsibility for the payment of costs associated with reconnection.
- Requirements for coordinating maintenance and operations.
- Duration and termination conditions
- Details of the connection point including the ownership of the facility.
- Connection service charges and payment conditions.
- Requirements for reporting changes affecting access to metering, monitoring and telemetry equipment.
- Circumstances that would require re-negotiation of the connection agreement.
- Exchange of information procedures.
- Communication and operating protocols between Barrie Hydro and Generator for routine day-to-day operating matters and under emergency conditions.
- Access to connection facilities
- Assignment of Controlling Authority.
- Work Protection.
